KUALA LUMPUR, Nov 3 — Higher Education Minister Datuk Seri Zambry Abdul Kadir has called for Malaysia to shift from a “culture of planning” to a “culture of delivery,” saying the nation must turn its many policy visions into tangible results.
Speaking at the International Conference on Public Policy And Leadership at Universiti Malaya today, Zambry said that while Malaysia has produced countless strategic blueprints, there was a critical “delivery deficit” in bringing these to fruition.
To bridge this gap, he called for the public sector to embrace a “delivery mindset” anchored on three fundamental shifts.
He urged a move from simple policy announcements to disciplined project management, where every initiative is actively managed with a dedicated team and clear, measurable outcomes.
Zambry also stressed the need to break down institutional silos in favour of shared accountability, recognising that public policy is a “shared enterprise” requiring cross-agency collaboration.
Lastly, he called for a focus on outcomes over activities, telling officials to measure real impact rather than just holding meetings.
Stressing the high stakes of inaction in a rapidly changing world, Zambry there was no room for anything other than full commitment.
“Nations are not transformed by plans on paper, but by people with purpose who turn ambition into action,” he said. “Let us choose urgency over complacency and delivery over rhetoric.”
