PSD to update 20-year-old rules on civil servants' side jobs, shareholdings


KUALA LUMPUR: The Public Service Department (PSD) is reviewing circulars, regulations, and guidelines that are more than 20 years old, including those governing outside employment and share ownership by civil servants.

In a statement, the PSD said the review is necessitated by current requirements reflecting changes in the government landscape, economy, business, and technology.

The update is a key agenda item in the Bureaucracy Red Tape Reform, a core pillar of the Public Service Reform Agenda aimed at boosting efficiency, integrity, and public service delivery.

“This is to ensure that government policies remain relevant to current developments while balancing integrity with present-day realities, without compromising the principles of transparency and accountability,” it said.

The department added that all government entities are now required to review regulatory instruments, including circulars and guidelines under their jurisdiction, every three years.

This is in accordance with the Government Service Efficiency Commitment Act 2025 (Act 867), which came into force on Dec 1 last year.

The review procedure must also follow the Government Service Efficiency Commitment Circular No. 1 of 2025.

“Circulars, regulations, and guidelines exceeding 20 years or those no longer relevant are being prioritised for updates. This includes rules regarding outside work and the holding of shares by public officials,” the statement read.
