Malaysia's first AI bill to be tabled by mid-2026


KUALA LUMPUR: The Digital Ministry expects Malaysia’s first dedicated artificial intelligence (AI) bill to be tabled in Parliament by mid-2026, aiming to set clear rules and safeguards for responsible use.

Its minister Gobind said the legislation will form part of a comprehensive framework developed by the National AI Office in consultation with industry stakeholders.

The draft, which is still undergoing further study, will set out standards, regulations and enforcement mechanisms to ensure responsible AI deployment across sectors.

“The first draft has been submitted to me, but I have requested further study. I hope that by the middle of next year we will see movement in terms of AI governance.

“I will make an announcement when my ministry and the National AI Office are ready, and after we have gone through Cabinet,” he told media after his speech at Asean AI Malaysia Summit 2025 (AAIMS25) today.

Gobind said AI governance requires three main components such as establishing a department to oversee standard-setting, drafting regulations and introducing specific laws for targeted areas.

“We must ensure that we have a department that oversees the necessary standards. So, standardisation and related matters must be established. Then, we need regulations that need to be formulated through specific legislation,” he said.

He said the move aligns with the government’s broader ambition to position Malaysia as an AI nation under the 13th Malaysia Plan, supported by investments in data infrastructure, talent development and cybersecurity.

He emphasised that effective governance is critical as AI begins to reshape industries, public services and regional competitiveness.

“We want to make sure Malaysia is ready to use AI for the benefit of the people, while managing the risks that come with it,” he said.
