KPKT Conducting Solid Waste Circular Economy Feasibility Study


KUALA LUMPUR, Aug 18 (Bernama) — The Housing and Local Government Ministry (KPKT) is conducting a feasibility study on the circular economy bill for solid waste, including plastic waste, to enable its implementation in the country.

Its minister, Nga Kor Ming said it was in line with the Circular Economy Blueprint for Solid Waste launched by his ministry on Aug 6 last year and that the ministry had begun transitioning to a circular economy model aimed at economic growth and prioritising environmental sustainability.

“The circular economy initiative is focused on efforts to reduce generating solid waste, including single use plastics, that will help reduce the total of waste generated and reduce the cost of managing waste and public cleanliness.

Under the Solid Waste and Public Cleansing Management Act 2007, KPKT remains committed to implementing various improvements to ensure sustainable solid waste management,” he said when winding up the debate on the 13th Malaysia Plan (13MP) for the ministry at the Dewan Rakyat today.

Under the 13MP, solid waste management will be improved through strengthening governance, transitioning to better integrated, high technological and sustainable approaches, coupled with modern recycling infrastructure to achieve a sustainable circular economy that contributes to environmental sustainability, he added.

Nga also touched on the issue of illegal dumpsites, saying that his ministry through the  Solid Waste and Public Cleansing Management Corporation (SWCorp), has shut down 3,036 dumpsites in 2024 and conducted 2,679 operations as of July 2025.

“In the same period, 51 cases have been brought to court … with total fines of over RM897,000. To strengthen enforcement and supervision under 13MP, KPKT through SWCorp, will prepare patrol vehicles to raise monitoring efforts in tourist areas and illegal dumpsite hotspots,” he added.
