KUALA LUMPUR: The Domestic Trade and Cost of Living Ministry (KPDN) is drafting new regulations to enable action against owners of foreign-registered vehicles that purchase RON95 petrol, the Dewan Rakyat was told today.
Minister Datuk Armizan Mohd Ali said the move aims to strengthen enforcement, particularly to curb subsidy leakages in border areas.
“Related to the issue of leakages in border areas, especially at petrol stations, the latest approach by KPDN is to introduce a new regulation under Section 6 of the Supply Control Act, which will prohibit the purchase of RON95 at petrol stations by foreign-registered vehicles,” he said.
He was responding to Datuk Andi Muhammad Suryady Bandy (BN-Kalabakan), who asked whether the ministry has any specific or additional monitoring or enforcement mechanisms to curb the leakage of RON95 subsidies in border areas.
Armizan said KPDN is targeting the new regulation to be finalised and enforced from April 1.
The minister explained that existing legal provisions apply only to the sale of subsidised fuel.
“This means action can only be taken against petrol stations, not against owners or buyers using foreign-registered vehicles,” he said.
Under the new regulation, enforcement would be extended to individuals purchasing subsidised petrol.
Armizan added that the ministry is carrying out engagement sessions with stakeholders, including the Road Transport Department (RTD) and border agencies, to develop enforcement standard operating procedures and integrate them into their systems.
