HL: Cabinet withdrawal allows improvements to Urban Renewal Bill, says Nga
By Julianna Jalaluddin
KUALA LUMPUR: Housing and Local Government Minister Nga Kor Ming said the ministry will continue refining the proposed Urban Renewal Bill through consultations with multiple stakeholders, following the cabinet’s decision to withdraw the legislation for further improvements before re-tabling it in parliament.
In a statement, Nga said the ministry would intensify engagement sessions with residents, academics, lawmakers and industry players to ensure that all views were taken into account.
The move came after the cabinet agreed to withdraw the Bill to allow for amendments and additions.
“The purpose of this Bill is to improve the quality of life of people living in dilapidated and ageing urban areas, regenerate local socio-economic conditions, and ensure that the rights of original property owners are protected throughout the redevelopment process,” Nga said.
He added that the ministry would carefully scrutinise every piece of feedback received to strengthen safeguards for property owners.
Once the revision process is completed, Nga said the legislation would be brought back to Parliament in an enhanced format.
“The Housing and Local Government Ministry remains committed to ensuring that the Bill, when re-tabled, supports a safer, more planned, sustainable and liveable approach to urban redevelopment, in line with the Madani government’s aspirations,” he said.

Nga’s remarks came hours after the Communications Minister Datuk Fahmi Fadzil told reporters at his weekly press conference that the cabinet had agreed to withdraw the Urban Renewal Bill to allow for changes before it is reconsidered by lawmakers.
Fahmi said the decision followed feedback from parliamentary debates, Umno lawmakers and the public, adding that several proposed amendments had already been accepted and would be incorporated into a new draft to be vetted by ministers before being submitted to the Attorney-General’s Chambers.
