CAAM introduces comprehensive cyber policy


KUALA LUMPUR: Malaysia is enhancing airspace security with the introduction of the Civil Aviation Authority of Malaysia’s (CAAM) cybersecurity framework and policy.

It is designed to bolster the nation’s defences against cyber threats in aviation.

The framework was developed under the industrial collaboration programme (ICP), led by Technology Depository Agency (TDA).

TDA, an agency under the Finance Ministry, manages the implementation of the ICP in government procurement.

The new framework aims to strengthen national cybersecurity governance, protect against cyber threats and demonstrate how government procurements can generate strategic national value.

It also promotes technology transfer, the development of local expertise, and enhanced national capacity.

Aligned with the Cybersecurity Act 2024, the initiative will serve as the foundation for governance, compliance and protection of Malaysia’s aviation sector, ensuring that its systems and operations remain secure, resilient and globally recognised.

The launch, held alongside Transport Expo Asia 2025, was officiated by Deputy Transport Minister Datuk Hasbi Habibollah, with the ministry’s secretary-general Datuk Seri Jana Santhiran, CAAM chief executive officer Datuk Captain Norazman Mahmud, TDA chairman Sim Tze Tzin and TDA covering chief executive officer Mohamad Rafidi Mat Dahan in attendance.

Hasbi said the ICP and cybersecurity policy demonstrate that effective and integrated government policies can have a significant impact on national development.

“The ministry will continue to closely monitor the implementation of these policies to ensure that every commitment is translated into concrete action,” he said in a statement.

Mohamad Rafidi in his speech shared that TDA ensures every government procurement yields sustainable value and strategic returns for the country.

“This project demonstrates how ICP translates government procurement into tangible outcomes that strengthen digital security, nurture local expertise and uphold the nation’s technological sovereignty,” he said.

He added that TDA will continue to advance the ICP agenda across all strategic sectors.
