KUALA LUMPUR, Oct 10 — The government will table the Anti-Bullying Bill 2025 during the current Parliament sitting, Prime Minister Datuk Seri Anwar Ibrahim announced today, calling bullying a “silent crime” that must be eradicated from Malaysian society.
He said bullying, whether in schools, universities, workplaces or online, destroys potential, inflicts long-term trauma, and has even claimed lives.
“Bullying is a silent crime that must be brought to an end. This scourge, whether it occurs in schools, universities, workplaces, or online, destroys potential, inflicts lasting trauma, and has even claimed lives.
“We must break this cycle of cruelty completely, through the cultivation of empathy and uncompromising enforcement,” he said when tabling Budget 2026 in the Dewan Rakyat.
Anwar said the new law would strengthen existing and upcoming efforts across ministries and agencies to address bullying at every level of society.
He said the Education Ministry is developing a School Anti-Bullying Framework (Safe), a comprehensive approach to prevent bullying in schools, including empowering teachers and students through the Caring School Programme.
At the tertiary level, the Higher Education Ministry will increase campus safety by installing more CCTV cameras and introducing personality and leadership programmes to curb bullying and hazing among university students.
Meanwhile, the Women, Family and Community Development Ministry will provide psychosocial support for victims through group counselling sessions.
The Communications Ministry will launch the Safe Internet Campaign to raise awareness about cyber safety and prevent online bullying among schoolchildren.
At the community level, the youth initiative Rakan Muda will roll out its “Lawan Buli” (Fight Bullying) campaign to mobilise young Malaysians against bullying at the grassroots.
