BERNAMA - UUM To Present Findings On Effectiveness Of MADANI Initiatives Tomorrow


, Nov 10 (Bernama) — A study on nine initiatives under the MADANI framework that was carried out by Universiti Utara Malaysia (UUM) will be presented to the Cabinet tomorrow, said Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar.

He said the findings would assess the effectiveness of government programmes implemented for the people.

“Recently, we appointed UUM to conduct the study, and tomorrow they will present the results to evaluate the outcomes of that research,” he said during the KSN engagement session with media editors here today.

Malaysian National News Agency (Bernama) was represented by chief executive officer Datin Paduka Nur-ul Afida Kamaludin and editor-in-chief Arul Rajoo Durar Raj .

Shamsul Azri said the study was conducted under the Sumbangan Tunai Rahmah (STR) initiative as part of the government’s efforts to evaluate the actual impact of its policies and initiatives on the ground.

He said every time the MADANI Rakyat Programme (PMR) is held, the Department of Statistics Malaysia (DOSM) and the Malaysia Productivity Corporation (MPC) also conduct surveys of visitors and programme participants.

“Each time we hold the PMR, the DOSM and MPC will conduct a survey of visitors regarding three aspects: namely the effectiveness of the programme, its benefits to the people and public perception of the current government,” he said.

He added that the feedback from the study would be analysed and given a score to measure public satisfaction with the implementation of government policies.

“After getting the results, we will present it to the Cabinet to inform them of the evaluation outcomes, as to the percentage of people who are satisfied or otherwise,” he said.

He said the approach reflects the government’s commitment to assess policies based on data and feedback to ensure that every MADANI initiative truly benefits the people.

Shamsul Azri said that within a year of implementation, the Public Service Reform Agenda (ARPA) has shown significant results in strengthening the efficiency, integrity and empathy within the public service.

He said that one of its key achievements was the Bureaucratic Red Tape Reform (RKB) initiative, where 1,007 reform projects had been registered nationwide, with 97 projects completed, generating compliance cost savings totalling RM873.5 million.

He added that the achievements showed that reform is not just a policy, but saves time, cost and energy of the people and businesses.  

Other achievements include the MADANI Adopted Schools (SAM) Programme, which saw 796 schools adopted as of July, involving RM14.3 million government funding and corporate participation. The programme targets 1,000 adopted schools by the end of this year.

The implementation of these initiatives have also boosted Malaysia’s reputation globally, with the country moving up 11 places in the IMD World Competitiveness Ranking 2025 – going from 34th in 2024 to 23rd in the world.
