SEBERANG PERAI, Nov 8 — The second Urban Transformation Centre (UTC) in Penang is now operational at the Penang Sentral Transport Terminal in Butterworth.
The new UTC is expected to serve more than one million residents across Seberang Jaya, Penaga, Perai, Bukit Mertajam, as well as the southern border of Kedah and northern Perak.
The centre, which is the 24th UTC in the country, was officially launched today by Prime Minister Datuk Seri Anwar Ibrahim.
It was among the initiatives announced by Anwar during the tabling of Budget 2025, and established through a collaboration between the Finance Ministry and the Penang state government.

Open daily from 8am to 9pm, the UTC houses key agencies including the National Registration Department, Immigration Department, Road Transport Department, Health and Dental Clinics, Royal Malaysia Police (PDRM), Public Service Commission (SPA), and Inland Revenue Board of Malaysia (LHDN).
Other facilities available include the Kiosk Sentuhan Madani (KSM) and the Cash Aid Information Hub, which manages various forms of assistance such as Sumbangan Tunai Rahmah (STR), Sumbangan Asas Rahmah (Sara), Budi Madani RON95 (Budi95), and aid under the Social Welfare Department (JKM).
Local jobseekers can also benefit from the Public–Private Sector Career Hub, a collaboration between SPA and MyFutureJobs that provides employment information and career counselling.
