Prime Minister Datuk Seri Ibrahim announced that the price of RON95 petrol will be reduced to RM1.99 per litre starting from 30 September 2025 through the targeted BUDI95 subsidies. He added that the subsidy will cover all Malaysians, removing the previously discussed income-based categories.

As for non-citizens and large companies, the price of the fuel will be set at RM2.60, as stated that the fuel is mostly meant for personal use. For Malaysians, all that is required is a valid driving licence and a MyKad with a working chip.

MyKad readers will be installed at fuel pumps and inside convenience stores to ease congestion. Recently, a video was released on Facebook on how these MyKad readers will work, where the people will have to verify before purchasing fuel. However, urged the people to be a little patient.

“You can do it on October 2, or even October 4 — just wait a little,” he added. “I want to avoid too many people at the same time.”

Furthermore, it was stated earlier that there will be a quota system under the targeted subsidy. During the announcement, Anwar also stated that Malaysians will be given a quota of 300 litres per month.

“We set it at 300 litres because, on average, it’s about 150, mostly 200. At most 250. None go beyond 300,” Anwar explained. However, e-hailing drivers are exempted from the limit, with registration to be announced by the Finance Ministry later.

Anwar also added that police and military personnel can get fuel at the RM1.99 per litre price from 27 September 2025, as a gesture of recognition. Meanwhile, recipients of Sumbangan Tunai Rahmah (STR) will be able to access the price from 28 September 2025.

He explained that the staggered roll-out is aimed at giving the public sufficient time to adapt to the new system ahead of its nationwide launch on 30 September. For Malaysians who prefer digital convenience, Anwar added that other platforms such as Touch ‘n Go eWallet and petrol company apps like Setel will also be integrated, eliminating the need for drivers to present their MyKad at every transaction.
