Amir Hamzah: RON95 Fuel Subsidy Rationalisation Set For Second Half Of 2025

The Malaysian government is on track to implement the rationalisation of RON95 petrol subsidies in the second half of 2025, Finance Minister II Datuk Seri Amir Hamzah Azizan confirmed. The move forms part of broader efforts to ensure that subsidies are more efficiently targeted to benefit those in genuine need.

Speaking after officiating the Malaysian Institute of Accountants (MIA) International Accountants Conference 2025 in Kuala Lumpur yesterday, Amir Hamzah said the Ministry of Finance (MOF) is continuing with preparations but is currently focused on identifying eligible recipients. Discussions are ongoing within the Cabinet, led by Prime Minister Datuk Seri Ibrahim, to finalise the income threshold for subsidy qualification.

“The MoF will proceed with subsidy rationalisation, but the priority now is ensuring the right recipients are identified,” said Amir Hamzah. “The Prime Minister and Cabinet are reviewing the eligibility level for Malaysians, which will be raised.”

A key mechanism being considered for the rollout is the use of MyKad to manage the distribution of targeted fuel subsidies. Amir Hamzah noted that the system had proven effective in previous initiatives, such as the Sumbangan Asas Rahmah (SARA) programme. The ministry is now working to fine-tune the system to accommodate its use for fuel subsidy adjustments, he added.
