All public hospitals and clinics to have electronic medical records by 2029


: All public hospitals and clinics will be equipped with electronic medical records (EMR) by 2029, said Health Minister Datuk Seri Dr Dzulkefly Ahmad.

He said the nationwide rollout will cover nearly 150 hospitals and more than 3,000 clinics.

This year, Dzulkefly said, 16 hospitals will be fitted with the system in 2026, followed by 25 hospitals in 2027, 46 in 2028, and 49 in 2029.

“Our electronic medical record implementation has two main components, namely, one involves health clinics, and the other covers hospitals.

“We have begun accelerating efforts to equip clinics with our cloud-based clinical management system (CCMS).

“This is our ambition, and we have achieved encouraging progress, even exceeding expectations,” he told reporters after launching Jelajah Wira Madani @ 25 Years Hospital here today.

Present was Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.

On Aug 27, Deputy Health Minister Datuk Lukanisman Awang Sauni had said the CCMS has proven effective in speeding up patient registration, triage and management, thereby easing congestion and improving patient satisfaction.

Lukanisman also said the system enabled better data sharing between healthcare facilities, ensuring continuity of care while minimising the risk of manual record loss and improving the accuracy and security of patient information.

Dzulkefly said 160 health clinics nationwide have already been equipped with CCMS, with the number expected to reach 200 by next month.

“By 2029, we aim to equip all of our more than 3,000 clinics with the CCMS, which will form the backbone of our primary healthcare system,” he said.

He said Sarawak leads the country, with nearly 73 per cent, or 175 out of 273 clinics, already equipped with the system, earning the state first place during the Health Ministry’s ICT Day.

“We are moving towards achieving ‘One Citizen, One Record’, a single national health record that will be fully interoperable by 2029.

“This is our vision and my personal aspiration for the ministry, inshaAllah,” he said.
