366 juveniles in reform schools as of June, says Fadhlina

Education minister Fadhlina Sidek said guidance and counselling teachers play a vital role in supporting at-risk students in schools.

A total of 366 juveniles were recorded at Henry Gurney Schools and Integrity Schools as of June 2025.

In a written parliamentary reply, education minister Fadhlina Sidek said 172 cases were related to drugs, while 169 involved criminal acts.

The total number also included 21 admitted after committing sexual offences. One case each was under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act, the Road Transport Act, the National Registration Act, and the Security Offences (Special Measures) Act 2012.

Fadhlina said the education ministry remained committed to addressing misconduct and gangsterism in schools through preventive and rehabilitative efforts.

These efforts included the Safe School Programme and enforcement guidelines issued through various circulars, aimed at creating a safer learning environment.

Fadhlina said guidance and counselling teachers played a vital role in supporting at-risk students by offering continuous psychosocial assistance and targeted interventions, particularly for those involved in gangsterism.

“We also appoint ‘character ambassadors’, peer mentors and student leaders in schools to raise awareness and help prevent disciplinary problems,” she said.

The minister was responding to Ahmad Fakhruddin Fakhrurazi (PN-Kuala Kedah), who asked about the ministry’s efforts to combat gangsterism and for statistics on juvenile crimes involving students.
