H.E.M.A.T. Dashboard An Integrated Digital Reporting Platform For Public Sector


KUALA LUMPUR, Sept 18 (Bernama) — The H.E.M.A.T. Dashboard serves not only as an integrated digital platform to monitor and report the achievements of public service reform initiatives, but also to enhance transparency, strengthen accountability, and boost public confidence in government delivery system reforms. 

Director-General of the Public Service (KPPA) Tan Sri Wan Ahmad Dahlan Abdul Aziz said the digital platform brought together various initiatives and programmes of government agencies comprehensively based on the values of H.E.M.A.T.

“The objective is clear, as we want to further raise awareness among civil servants of the values of H.E.M.A.T. and encourage wider participation of government agencies in cultivating these values.

“This dashboard will serve as a platform to showcase achievements and successes which we can all be proud of, and it can build public confidence that the civil service is always close to their hearts,” he said.

He said this when officiating the launch of the H.E.M.A.T. Dashboard in conjunction with theBicara Aspirasi H.E.M.A.T: Aspirasi Menuju Reformasi programme at Dewan Serbaguna, National Institute of Public Administration (INTAN), Bukit Kiara, here today.

The dashboard was developed entirely by the Digital and Information Technology Division of the Public Service Department (JPA) using in-house expertise, without incurring any external costs, and has so far registered 93 initiatives involving 24 assessment panels.

Its key features include an integrated approach to assessing project impact with optimal costs, strategic innovation through real-time monitoring and data display, and measurable outcomes through objective assessments based on a scoring rubric developed in collaboration with Universiti Putra Malaysia (UPM).

Introduced last year, the HEMAT values – an acronym for Hijrah Tata Kelola (Governance Reform), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Telus Tadbiran (Transparent Administration) – form the core of a new work culture that is progressive, inclusive, and competitive, anchored on three principles: facilitating, adapting, and expediting.

Wan Ahmad Dahlan stressed that H.E.M.A.T. was more than a slogan and a set of values; it was a responsibility to be executed with dedication and innovation, serving as the driving force behind reforms that directly benefit the people.

“Every initiative registered on the platform must embody at least one of the H.E.M.A.T. values and include programmes that have been implemented since last year.

“We must cultivate the H.E.M.A.T. values and make them the foundation for carrying out the tasks entrusted to us. Hopefully, this will enable us to provide efficient, effective, and high-quality services to the people,” he said.

Organised by INTAN in collaboration with several government agencies, the Bicara Aspirasi H.E.M.A.T: Aspirasi Menuju Reformasi programme was attended by some 1,000 civil servants from across the country, providing a strategic platform to convey the message of public sector transformation and reform.
