PUTRAJAYA, Sept 10 (Bernama) — The Bureaucratic Red-Tape Reform (RKB) is expected to save up to RM1.5 billion this year through the implementation of more than 700 projects, said Director-General of the Public Service (KPPA) Tan Sri Wan Ahmad Dahlan Abdul Aziz.
Speaking at the Strategic Evaluation Symposium for the Public Service Reform Agenda (ARPA) here today, he said last year, RM542 million was saved through the RKB initiative.
“To strengthen the ARPA agenda, the RKB Circular was launched on Nov 24 last year, to ensure that civil servants reform their work practices in all aspects to increase productivity and service delivery.
“The RKB Circular targets public service transformation by increasing efficiency and resource utilisation. This initiative covers projects at the Federal, state and local government levels,” he said.
Wan Ahmad Dahlan said that among the achievements from the implementation of the RKB were the success of the Ministry of Investment, Trade and Industry (MITI) in streamlining the governance of aerospace sector financing with savings of RM17 million, thus benefiting 50 small and medium enterprises (SMEs).
“The Ministry of Works and the Malaysian Highways Authority, on the other hand, have accelerated the tender evaluation period from 35 days to 18 days, saving annual compliance costs of RM1.1 million and increasing project cash flow and project implementation efficiency.
“Meanwhile, the Kulim Municipal Council in Kedah succeeded in reducing the construction permit processing time from 24 months to just 10 months,” he said.
To further strengthen this reform, Wan Ahmad Dahlan said that improvements had also been made through the enactment of the Public Administration Efficiency Commitment Act (ILTIZAM).
He said the ILTIZAM Act aimed to reduce bureaucracy by speeding up service processes to improve the quality and transparency of service delivery to the people.
Meanwhile, Wan Ahmad Dahlan said today’s symposium is the government’s approach to foster understanding in a conducive atmosphere.
“A platform like this is also expected to dispel the concerns of the strategic partners of the government regarding its public services, such as bureaucratic red tape.
“This will, in turn, enhance accountability and better governance in the public service,” he said.
