IPOH, Sept 9 (Bernama) — The Control of Islamic Religious School Enactment (Perak) Bill 2025 has been drafted to strengthen, coordinate, and streamline the administration of Islamic educational institutions in Perak, making it more organised, effective, and able to meet the challenges of the times.
Menteri Besar Datuk Seri Saarani Mohamad said that the bill is an important step, as it also replaces the provisions of the existing law, namely the Control of Islamic Religious Schools Enactment 1996.
Saarani (BN-Kota Tampan) explained that the 1996 enactment regulates the registration and administration of Islamic schools in the state.
However, he said that, since it came into effect more than two decades ago, the 1996 enactment had never been amended, and many of its provisions are now outdated and not aligned with current realities.
“Therefore, this new bill is urgently needed for the government to draft and implement more comprehensive provisions, ensuring that existing laws are aligned with the challenges of today’s education,” he said, while tabling the new bill at the Perak State Legislative Assembly, here, today.
Saarani said the bill also aims to ensure that Islamic schools remain relevant, competitive, and able to meet the aspirations of the ummah.
He added that it is also to ensure better control over the establishment of Islamic schools. Any individual wishing to open a school must first apply for approval, as provided under Clause 6: Establishment.
“Improvements are also proposed in Clause 8, which includes specifying the qualifications of members of the school management committee, and a stipulation that the school’s financial resources must be obtained in accordance with the law,” he said.
According to Saarani, with the proposed bill, the administration of Islamic educational institutions in the state can be managed effectively and efficiently, in line with legal provisions, to benefit the people of Perak, especially Muslims.
“In conclusion, the Control of Islamic Religious School Enactment (Perak) Bill 2025 is a manifestation of the state government’s determination to strengthen the Islamic education system in Perak.
“It is a major effort to ensure that Islamic schools continue to be well maintained, efficiently managed, and serve as a platform for producing a generation of knowledgeable, faithful, and virtuous individuals,” he said.
