Govt to expand digital health records to more clinics, hospitals in 2026


KUALA LUMPUR: The Electronic Medical Record (EMR) system will be expanded to 200 health clinics this year and 16 hospitals next year, the Dewan Rakyat was told today.

Deputy Health Minister Datuk Lukanisman Awang Sauni said the expansion is in line with the government’s vision of ‘one individual, one record’, which will accelerate the digitalisation of the healthcare sector.

Lukanisman said 22 of 150 hospitals, 275 of 1,118 health clinics, and 78 of 682 dental clinics have adopted the EMR system to date.

He was responding to Rodiyah Sapiee (GPS-Batang Sadong), who had asked about the EMR system’s implementation status and its effectiveness in improving healthcare services.

Meanwhile, he said the rollout of the cloud-based Clinical Management System (CCMS) had increased digitalisation among health clinics by 150 per cent, leveraging the existing EMR infrastructure.

The introduction of CCMS had also significantly reduced patient waiting times.

“Data shows 70 per cent of patients are able to consult a medical officer within 30 minutes, while the remaining 30 per cent are seen within 60 to 90 minutes, depending on case severity and clinic workload,” he said.

Lukanisman said the CCMS has proven effective in speeding up patient registration, triage and management, thereby easing congestion and improving patient satisfaction.

He said the system also enabled better data sharing between healthcare facilities, which ensures continuity of care while minimising the risk of manual record loss and improving the accuracy and security of patient information.
