National resilience must go beyond the military, says NRC commandant


: The National Resilience College’s (NRC) Executive Week has reinforced Malaysia’s commitment to the Whole of Government and Society (WoGoS) approach in building national resilience against an increasingly complex security landscape.

NRC Commandant Major General Abdul Karim Ahmad in his speech at the closing ceremony said security today extends far beyond the military domain, encompassing economic, technological, cyber, food, and governance-related challenges.

“National resilience cannot be built in silos. It requires unified action, shared responsibility, and mutual trust among all stakeholders.

“Our concern now is to grow a culture of national security awareness—one that is rooted, resilient, and adaptable in every sector,” he said.

Held from July 28 to Aug 1 at the National Defence Studies Centre (Puspahanas), the five-day programme brought together 38 senior representatives from defence, enforcement, government agencies, and the private sector for strategic engagement on national security and policy thinking.

It saw in-depth and inquisitive sessions together with one-to-one exchanges with prominent speakers that are key subject matter experts in their relevant fields.

Karim said the Executive Week serves as a key platform in operationalising the WoGoS concept by promoting integrated thinking and cross-sector collaboration.

“Since its inception, Executive Week has grown into NRC’s programme to develop strategic awareness and instil a whole-of-nation mindset on security, nationhood, and the application of national power.

“The WoGoS framework requires alignment across governance, the security sector, media, private institutions and civil society.

“That is what this programme is designed to cultivate,” he said.

Among the participants were representatives from the armed forces, police, Malaysian Maritime Enforcement Agency, Civil Defence Force, Malaysian Anti-Corruption Commission, and the National Security Council.
