Over 1,400 Section 233 complaints investigated in four years, says MCMC

KUALA LUMPUR: Over 1,400 complaints under Section 233 of the Communications and Multimedia Act 1998 have been investigated since Jan 2020, says the Malaysian Communications and Multimedia Commission (MCMC).

The Communications Ministry said between Jan 1, 2020 and Oct 31, 2025, the MCMC investigated 1,417 complaints under Section 233.

Of these, 61 cases were prosecuted in court, while 40 cases were compounded, totalling RM727,500.

Another 167 cases were issued warning notices.

“The remaining 1,149 cases comprise those still under investigation, as well as cases on which no further action was taken,” it said in a written reply dated Nov 6.

Section 233 of the Act makes it an offence to misuse network services to create or transmit obscene, indecent, false, menacing or grossly offensive content.

The offence covers conduct intended to annoy, abuse, threaten or harass.

The MCMC received 188 cases in 2020, followed by 57 in 2021, 157 in 2022, 155 in 2023 and 315 in 2024.

In the first ten months of 2025, it received 545 complaints, exceeding previous annual totals.

The ministry was responding to a question by Chow Yu Hui (Pakatan Harapan–Raub) on individuals investigated under the Act and the case breakdown.
