PAC to summon Spanco, 3 ministries in probe on govt vehicle management

The Public Accounts Committee (PAC) will summon representatives from concessionaire Spanco Sdn Bhd and ministries as part of its proceedings looking into issues related to the management of government vehicles.

PAC chairman Mas Ermieyati Samsudin told a press conference at Parliament that the committee had already begun proceedings by calling the finance ministry to appear before it on Nov 3.

“PAC will (also) call the health ministry, the defence ministry and the home ministry – the three ministries with the highest number of vehicles under the concession agreement,” she said.

Mas Ermieyati said the committee would also summon Spanco to provide further information.

She said they were being called “to enable the PAC to obtain more complete information in order to prepare a comprehensive and thorough report.”

Last month, the Auditor-General’s Report revealed that the management of government vehicles under the concession was unsatisfactory, with an estimated RM54.51 million in uncollected penalties for late delivery.

The report said as of Dec 31, 2024, 6,028 vehicles were delivered between one and 508 days late, exceeding the stipulated 60-working-day period, while the government incurred an additional RM28.79 million in costs by continuing to use leased vehicles.

Proceedings on e-Jamin system

Mas Ermieyati said the committee had also started proceedings on the collection of criminal bail deposits under the e-Jamin system after calling the chief registrar of the Federal Court on Tuesday.

“For the e-Jamin system issue, PAC will hold further proceedings by calling Dapat Vista (M) Sdn Bhd, the contractor that developed the system, as well as the Treasury secretary-general,” she said.

She said both matters were part of the PAC’s ongoing review of issues highlighted by the 2025 Auditor-General’s Report, including elements of “misappropriation, abuse of power, wastage, and leakages.”
