MOF: Budi95 saves Malaysians RM800m in first month, less than 1pc hit fuel quota

, Nov 1 — More than 13 million Malaysians saved a total of RM800 million in October, the first month of the Budi Madani Ron95 (BUDI95) subsidy programme, the Ministry of Finance said today.

The ministry said 16.55 million people have been approved to receive subsidised RON95 petrol at RM1.99 per litre, exceeding the government’s initial projection of 15 million recipients.

“As of 31 October 2025, 13.1 million Malaysians had made BUDI95 transactions, spending a total of RM2.66 billion in the programme’s first month,” it said in a press statement.

Finance Minister II Datuk Seri Amir Hamzah Azizan said the initiative has proven effective in delivering direct benefits while ensuring fiscal responsibility.

“BUDI95 ensures that the people receive subsidies directly without complicated processes, while enabling the government to channel savings back into development and public welfare,” he said.

On average, private vehicle users consumed 98.2 litres of subsidised fuel in October, well below the 300-litre monthly limit, while only 0.7 per cent of recipients had reached their quota.

The government also doubled the allowance to 600 litres per month for full-time e-hailing drivers, benefiting nearly 58,000 people nationwide.

More than 23,000 fishermen and registered boat users without driving licences, particularly in Sabah and Sarawak, were also among those who benefitted from the subsidy.

The ministry added that it has identified several unusual usage patterns, including recipients exhausting their full monthly quota in a short period and repeatedly purchasing petrol at stations near Malaysia’s borders.

It said monitoring will be tightened to prevent misuse, with action to be taken under the Control of Supplies Act 1961.
