KUALA LUMPUR, Oct 10 — The government will strengthen the Bumiputera economic agenda through a more inclusive and strategic approach under the new PuTERA35 framework, Prime Minister Datuk Seri Ibrahim announced when tabling Budget 2026 in the Dewan Rakyat today.

He said the framework focuses on financing, talent development, and strategic ownership to help more Bumiputera entrepreneurs move up the value chain into high-growth sectors.

, who is also the finance minister, said that government-linked investment companies (GLICs) and government-linked companies (GLCs) will continue to invest in Bumiputera economic development while promoting inclusive growth for all Malaysians.

“A total of RM40 million will be allocated to accelerate the scaling-up process for high-potential Bumiputera companies,” he added.

Following the consolidation of Ekuinas and Pelaburan Hartanah Berhad (PHB) under Yayasan Pelaburan Bumiputera (YPB), Ekuinas will develop its portfolio companies until they are ready to be listed and eventually acquired by Permodalan Nasional Berhad (PNB).

“PHB, meanwhile, will strengthen Bumiputera strategic ownership in key real estate and business sectors,” said.

The government will also add 50 acres of Malay Reserve land in Bandar Malaysia, Anwar said.

“Petronas, as the landowner, is planning the site’s development and will begin the first phase by the end of 2026,” he said.

The Subang Airport and its surrounding areas will be developed into a strategic aerospace industry hub.

“The expansion of the airport and adjacent areas will be led by the government and GLCs to ensure national interests and Bumiputera participation remain priorities.

“At the same time, KWAP will provide RM20 million in microfinancing for retirees to support grassroots entrepreneurship,” Anwar said.

To enhance educational opportunities for Bumiputera students, Anwar said a combined allocation of RM6 billion has been set aside for MARA, Yayasan Peneraju, and UiTM.

To further strengthen Bumiputera entrepreneurship, the following allocations were announced:

  • RM2.4 billion is allocated specifically for Bumiputera contractors in the G1–G4 categories.
  • Out of the government’s RM30 billion in guarantees under SJPP, RM10 billion is dedicated to supporting Bumiputera entrepreneurs.
  • The Jaguh Serantau Programme under SME Bank will offer RM200 million in loans to Bumiputera SMEs aiming to penetrate export markets.
  • MARA’s Bumiputera Entrepreneur Scaling Programme will provide RM100 million to help startup companies grow in strategic, high-value sectors.
  • The Construction Industry Development Board (CIDB) will allocate RM10 million to enhance the competitiveness of Bumiputera contractors, especially young entrepreneurs in the construction industry.

In the technology sector, Anwar said VentureTECH has invested in 31 Bumiputera tech companies, nine of which have already penetrated global markets.

“The company will receive RM105 million to increase Bumiputera equity ownership in high-technology industries,” he said.
