BUDI95 is officially rolled out to all eligible Malaysians starting today (30th September 2025). As long as you have a MyKad and a valid driver’s licence, you can enjoy a lower subsidised RON95 petrol price of RM1.99 per litre.

After making the necessary verification and following the purchase process, you may get a little surprise if you pay attention to the meter on the petrol pump. The total amount appears to be much higher than what you’ve paid for. For example if you set to purchase RM50 worth of RON95 petrol, you may ended up with a total of RM65.30.

Why is this happening? Is this a scam or a technical issue with the petrol pump? There’s a simple explanation.

Firstly, the petrol pumps are currently configured to show the RON95 prices without subsidy which is currently set at RM2.60 per litre. Even after you have verified your BUDI95 eligibility through physical MyKad verification or via eWallet or petrol app, the RM2.60 per litre pricing remains unchanged.

For example, if you’ve activated the pump to purchase RM10 of petrol (5.027L @ RM1.99/litre), the petrol pump will display RM13.07 (5.027L @ RM2.60/litre) instead.

This may come as a surprise at first but the subsidy will be reflected in the final receipt. What you should look out for is the amount of litres being pumped.

If you’ve done a preset, just keep going until the refuelling process is stopped automatically.

As shown above, the first line will state the total price without subsidy (RM2.60 per litre), which matches what you see at the pump.

This is followed by the total subsidy amount (RM0.61 per litre) and the total amount after subsidy (RM1.99 per litre), which is the amount you’re being charged for.

It’s the same thing with petrol apps such as Setel. As shown above, the digital receipt will display total amount of fuel you pay without subsidy, and the final amount that you paid with the BUDI95 subsidy.

Also included is the itemised breakdown of the total fuel you purchase in litres, the pump price and the government subsidy.

Who is eligible for RM1.99 per litre RON95 petrol?

Effective 30th September 2025, Malaysia has moved away from the blanket subsidised RON95 price of RM2.05 per litre to a unsubsidised price of RM2.60 per litre at the pump.

According to the Ministry of Finance, the RM2.60 per litre price for unsubsidised RON95 fuel will be fixed for a month until the end of October 2025. After that, it will be floated based on global prices.

Malaysians with a MyKad and a valid driver’s licence they can enjoy a subsidised rate of RM1.99 per litre with a monthly quota of 300 litres. If you exceed your monthly quota or if you’re a non-Malaysian, you’ll have to pay the unsubsidised rate of RM2.60 per litre. eHailing drivers are exempted from this monthly 300 litre quota but the implementation isn’t announced yet.

For Malaysians working overseas and only possessing a Singapore driving licence, Transport Minister Anthony Loke has announced that they are working on extending BUDI95 to cover these groups. He said the implementation will take time as JPJ is developing a dedicated online registration system for Malaysians holding Singapore licences.

Foreign vehicles are still not allowed to purchase RON95 petrol even if they are driven by Malaysians. However, foreigners driving Malaysian vehicles are able to do so but they have to pay the price without subsidy.
