
The central committee for applications for filming and performances by foreign artistes (Puspal) has clarified that its new guidelines on concert dress code and conduct apply exclusively to performing artistes and not audience members.
The clarification was made in response to a recent article by The Star which sparked public concern about whether those attending would also be subject to a dress code.
Puspal stated that the primary goal of the new guidelines is to ensure that the attire and on-stage behaviour of performers are appropriate and sensitive to Malaysia’s multicultural society in order to preserve national harmony.
However, its deputy secretary-general, Nik Kamaruzaman Nik Husin, also explained that while the guidelines do not directly target the audience, organisers are still ultimately responsible for appropriate conduct of the crowd.
“While the guidelines primarily focus on organisers and performers, they indirectly extend to the conduct of the audience as this is part of the organisers’ obligations,” he said.
Separately, Puspal also reminded concert organisers of their duty to ensure public safety and security.
It advised them to implement all necessary measures to control activities involving alcohol and drugs before, during and after their events.
This is to prevent any accidents that could jeopardise visitors’ safety.
