Putrajaya says concert dress code guidelines apply only to performers, not audience

, Sept 22 — The Communications Ministry today clarified that the government’s newly updated concert guidelines do not impose any dress code or conduct restrictions on concertgoers, stressing that the rules apply strictly to performers and organisers.

In a statement issued through the Unit for Application for Foreign Filming and Performance by Foreign Artiste (Puspal), the ministry said the Puspal guidelines (GPP 6.0) only govern the attire and behaviour of performing artists.

“The guidelines only stipulate the dress code and conduct expected of artists performing on stage, and not of attendees,” it said.

The committee added that any statements regarding audience conduct or attire are recommendations, not rules, and conveyed through event organisers as part of general guidance.

“The main focus is on appropriate attire and conduct in line with the values and sensitivities of Malaysia’s multiracial society, in the interest of preserving national harmony,” the statement said.

Communications Ministry deputy secretary-general Nik Kamaruzaman Nik Husin was quoted as saying: “While the guidelines primarily focus on organisers and performers, they do indirectly extend to audience conduct through the organisers’ obligations.”

Puspal also advised concert organisers to ensure proper crowd management and safety measures are in place, particularly concerning the use of alcohol and drugs before, during and after performances, to prevent unwanted incidents.
