Prime Minister Anwar Ibrahim has announced that the reduced RON95 price RM1.99/litre (BUDI95) for all Malaysians will start on 30th September 2025. He has also confirmed that the RM1.99/litre price is applicable to all Malaysians regardless of income level and position, similar to the one-off RM100 SARA program.
Quoting JPJ data, Anwar said approximately 16 million Malaysians with valid driving licence will enjoy the reduced RON95 pricing.
Each Malaysian will be given a quota of 300 litres of subsidised petrol per month. He said the 300 litres was set because the average monthly consumption is about 150-200 litres.
For drivers in the eHailing sector, they will be exempted from the monthly quota and the registration process will be announced later by the Ministry of Finance.
As announced earlier, MyKad verification will be required and citizens are urged to replace the chip on the MyKad is faulty. To avoid congestion, he said digitally savvy users can use applications such as Touch ‘n Go and Setel to pay for their RON95 fuel. Since it is limited to Malaysians, eKYC would be required to verify your MyKad.

While the mass rollout for RM1.99/litre price is taking place on 30th September, the police and military can enjoy the RM1.99/litre pricing earlier starting Saturday, 27th September 2025. Meanwhile, B40 groups who are also recipients of STR can enjoy the reduced pricing from Sunday, 28th September 2025.
Non-citizens and large companies will not be eligible for the RON95 fuel subsidy. The unsubsidised price for RON95 will be set around RM2.60 per litre, which is described as among the lowest in the world.
